this is a reply i gave someone else when they asked me why its ok in SPEcial CIRcumstances to lie in Islam:
In Islam lying is forbidden completely and there are several sayings of Muhammad that prove this.
However there are special circumstances in which it is permissable to lie. 3 to be exact.
Normally people would lie in all of the below situations which i will mention (and they often do) even if it was against their religion to lie. Islam is the only religion that implies in it's scriptures that it's ever permissible to lie. But Islam is a complete way of life and has not left out anything. Even the seemingly minor details.
When it is ok:
one is if you are lying to reconcile a husband and wife--- meaning if you told the wife "Your husband said he wishes for you to return and is very unhappy without you" and you told the husband the same thing about the wife--- that is permissable because the family is the core of society and it may be the only way to reconcile the two. This should be the last resort after all other means of reconciliation have been reconciled.
The other situation is if for example, a situation where you have been kidnapped and you know the whereabouts of your people, but the enemy does not and are attempting to force it out of you-- you are allowed to lie to protect them, and not reveal their whereabouts. This was specifically speaking of instances in which a war had been waged against Muslims by the Pagans for simply claiming there was one God.
The last is if you are trying to settle a dispute between 2 people it is permissable to lie and say that one said a good thing about the other so they reconcile. Again this should be the last resort after all other means of reconciliation have been exhausted.
The actual saying of the Prophet is:
Muhammad said: "Lying is wrong, *except in three things: the lie of a man to his wife to make her content with him; a lie to an enemy, or a lie to settle trouble between people" (Ahmad, 6.459. H).
As we all can see, Islam is a just religion.
Like most religions, Islam in general, forbids lying. The Quran says,
"Truly Allah guides not one who transgresses and lies." Surah 40:28.
In the Hadith, Mohammed was also quoted as saying,
"Be honest because honesty leads to goodness, and goodness leads to Paradise. Beware of falsehood because it leads to immorality, and immorality leads to Hell."
There are many other sayings and verses against lying.
And just so you know and can understand this further, I will give you an example, in Islam, it is forbidden to eat pork.
However, in SPEcial circumstances, like if you are literally about to die and all you have in front of u is a pig, then you are allowed to eat it.
Likewise, if you are in a situation where you are about to be raped and murdered, and in self-defense you murder the attacker, have you broken the "thou shalt not murder" commandment? Islam is a religion that has not left out anything, what is right and what is wrong is clearly defined...even special circumstances have been defined.
Islam is a balanced religion. It is not a religion made to limit people, rather it is made to give people freedom and show them how to use it without harming themselves.

Also, there are incidences in the Bible where in special circumstances, lying was permitted, one such case is this one of Abraham:
""And Abraham said, Because I thought, Surely the fear of God is not in this place; and they will slay me for my wife's sake. And yet indeed she is my sister; she is the daughter of my father, but not the daughter of my mother; and she became my wife."

Inspite of being father of faith, great prophet Abraham was a human being and the lie you mentioned shows one of his weak moments. However, you interpreted it as a permission from God and that is why I called it confusion.
We do not need to elevate people of God to the status of demigods and try to gloss over their mistakes by writing long paragraphs with titles like when it is permitted to lie.
